How Municipal Court Warrants Work
Alabama municipal courts hear city ordinance violations plus traffic and misdemeanor matters within their authority. A summons orders you to appear. Skip that setting and an arrest warrant can follow. Franklin County municipal materials also lean on bench-warrant language, along with capias, alias capias, failure to appear, and failure to pay. The label matters less than the docket it sits on, so the issuing court decides what response fits. A city warrant does not become a Franklin County District or Circuit Court record just because the town sits inside the county. The sheriff may serve the paper or hold a person in custody, yet the city docket stays with the city. Start with the court named on the ticket, summons, bond paper, or notice, and work outward from there rather than guessing which Franklin County office holds the file.
Three Documented City Court Routes
Three Franklin County towns publish clear court routes: Russellville Municipal Court, Phil Campbell Municipal Court, and Red Bay Municipal Court. The FY2024 Alabama court report counted 2,945 Russellville municipal cases, 342 Phil Campbell cases, and 121 Red Bay cases. Those are workload totals for the year, not a count of outstanding warrants. They tell you the courts are active, nothing more.
| City | Municipal route | Warrant types | Phone |
|---|---|---|---|
| Russellville | Municipal Court, 400 N. Jackson Avenue | Traffic, misdemeanor, FTA/FTP | 256-332-8700 |
| Phil Campbell | Town Hall/Court, 580 Railroad Street | Alias, capias, FTA/FTP, summons | 205-993-5313 |
| Red Bay | City Hall and city-linked nCourt | City traffic and municipal process | 256-356-4473 |
The other two Franklin County towns are harder to reach. Vina Town Hall sits at 7141 Highway 19 and answers at 256-356-4996. Hodges lists 205-935-3445 with a mailing address but no street address for a separate court. Neither town posts a current court portal or an FY2024 municipal row, so call first. That gap limits access; it does not mean no court process exists.
Russellville Payment Is Not a Warrant Search
The Russellville Municipal Court page sets court on the first Monday, or the next Monday when that day is a holiday. It takes cash, money orders, and cards, with a 4.5% card fee, plus online, telephone, and after-hours drop-box routes. Call before paying if a missed setting or warrant is possible. Paying alone never confirms a recall. Only the Franklin County issuing court can tell you that.

Routing rule: Use the municipal clerk for docket and recall status, police for city service or safety questions, and the Franklin Circuit Clerk only for District or Circuit Court matters.
Municipal Courts Across Franklin County
Russellville, Phil Campbell, and Red Bay offer the clearest municipal channels in Franklin County. For Vina and Hodges, go through official town contacts and ask which court issued the process, the clerk's current number and location, the next session, and whether an appearance or attorney is required. A commercial directory is no substitute when a town office can identify the record holder directly. When a notice names Franklin County District or Circuit Court, call the Franklin Circuit Clerk at 256-332-8861. For service, custody, or jail bond questions, the sheriff answers at 256-332-8820 and detention at 256-332-8425. These offices can route you to the right record, but none of them can alter another court's warrant. The town that issued the paper keeps the last word on recall.
Phil Campbell's Court Calendar
Phil Campbell's official court page puts the court at 580 Railroad Street. Sessions run at 2:00 p.m. on the third Monday of February, April, June, August, October, and December, even when the date lands on a holiday. Payments fall due monthly before that third Monday. Can't pay on time? The court directs you to call or attend the next session. That keeps a Franklin County defendant inside the process instead of on a warrant list.

The calendar does not mean a payment clears a warrant by itself. Ask the Phil Campbell court whether the normal payment route still applies after a failure to appear or failure to pay, and what the Franklin County clerk needs to recall the paper.
Franklin County Municipal Warrant Checks
- Read the paperwork for city, court, ticket or case number, and appearance date.
- Call the municipal clerk using an official city or town page.
- Ask whether the record is a summons, capias, alias, FTA, FTP, arrest warrant, or recalled warrant.
- Confirm whether payment, appearance, counsel, bond, or another action is required.
- Retain receipts and ask how recall or clearance is communicated.
A public-records request should name the right city custodian, the record type, the court, and the date range. The Franklin County Commission's in-person process covers only records in Commission custody or control, not municipal court files. Unserved, investigative, juvenile, or youthful-offender material may be restricted. The city clerk, not the county, answers for city warrants.
Phil Campbell Clerks Maintain Warrant Records
Phil Campbell's official clerk-duty packet lists complaints and depositions, fines and bonds, public questions, and issuance of "Warrant of Arrest: Alias, Capias, Failure to Pay, Failure to Appear and Summons." It also directs the clerk to keep an accurate warrant list. That duty confirms the terminology this Franklin County town uses. It is not a public roster of names. The official police page posts the same Railroad Street civic location and 205-993-5313.

Franklin County municipalities keep live warrant details with the municipal clerk, so ask that office directly about what is public and current. An old payment confirmation proves nothing about today's warrant status. Only the court record counts.
Town Hall Access in Phil Campbell
Phil Campbell Town Hall keeps weekday hours of 8:00 a.m. to 5:00 p.m. When one clerk is working, it may close from noon to 1:30 p.m. Town Hall takes municipal court payments. It also offers a drive-up window and a night deposit box for after-hours Franklin County payments.

Call before using a deposit box if a warrant might be active. Confirm the payee, the amount, the identifying information, the effect on the warrant, and how you get a receipt.
Clearing a Municipal Court Warrant
Clearing a municipal warrant may take payment, a new setting, an appearance, recall, bond, or a lawyer's help. Russellville, Phil Campbell, and Red Bay run different payment systems, while Vina and Hodges need verification. Reach Red Bay's nCourt portal through the official city page rather than a message link. Telephone payment is listed at 877-748-6252. Remember, the portal is a payment tool, not a Franklin County warrant search.
Before acting: Ask the issuing court whether payment is allowed while the warrant is pending and how written clearance reaches law enforcement.
Money alone does not recall a Franklin County municipal warrant. That is the first thing to understand. If the court directs you to appear or surrender, ask where, at what time, what identification to bring, how the bond works, and whether a lawyer may appear in your place. Staff at the clerk's window can walk you through filing and payment steps. What they cannot do is tell you which plea to enter or promise an outcome. Those questions belong to an attorney, who may also help arrange the required appearance in a Franklin County courtroom. Hold onto every receipt, confirmation number, notice, and record of any payment you mailed. Once you have paid, ask the clerk for the exact date the court entered the recall or clearance, and whether the sheriff, the police department, or another agency needs its own separate notice before the warrant is truly off the books. Never assume that a payment posted today means the warrant updates today. For traffic matters that reach beyond municipal court, Franklin County traffic warrants covers the county and state options.
Franklin County Municipal Warrant Destinations
In Franklin County, the addresses on Jackson Avenue can trip you up. Russellville Municipal Court, Russellville City Hall, and the county courthouse all sit at different Jackson Avenue locations, so confirm your destination before you drive. Phil Campbell keeps its local functions under one roof at Town Hall, though the night deposit box there is not a way to surrender on a warrant. In Red Bay, the city's payment vendor takes money but does not manage the docket. Those distinctions decide where a municipal warrant actually gets resolved.
